The Commission makes the following recommendations:
 

1)  Regional Education Association (REA) funding support of $3,000,000 should
be provided through a base grant of $25,000 for each REA and through a factor
in the formula of .004 times the number of K-12 students served by an REA,
and then times the per student payment. The amount earned by the calculation
should be held by the Department of Public Instruction (DPI) and distributed
directly to the REA.
 

2)  REAs should be authorized to hire employees.
